In general, the language course visa is meant to enable the applicant to participate in a language course to obtain a new level of German language skills. Whether a language course that is only meant to provide for example, speaking skills, would be enough is a case-by-case decision.

One requirement that is checked by the Embassy during the visa process is the willingness to return of the applicant. Language Course visa are not meant to be a start of a long-time residence in Germany.

You are allowed to work 20 hours a week. An approval in addition to the visa by any other German authority is not needed.

In general the embassy suggests to have at least obtained a B1 level proven by a Goethe Institute certificate.

Those are two different waiting lists. You have to register yourself in the waiting list for language courses. Please keep in mind that the waiting time for language course is already over one year.
